BEIJING, Aug. 31 (Xinhuanet) -- President Xi Jinping has called for more innovation in the country’s military, as the world undergoes a "new military revolution."
Xi Jinping, also the chairman of the central military commission, made the call while presiding over a meeting of the CPC Political Bureau on Friday. The meeting discussed world military developments and China’s innovation in the field.
Xi said the current global situation brings both opportunities and challenges for China. The country’s armed forces must develop foresight and insight into the changing trends, and maintain pace with innovation.
The president also said China must continue to carry out targeted reforms in national defense and military building.
Xi noted that information-based development is at the core of progress in the military. He added that strengthening the military is also about innovation in military strategies, technologies and operational thinking. Xi Jinping urged all Party members to be more aware of military issues, and to give more support to the country’s national defense and military reforms.

BEIJING - Chinese President Xi Jinping has called for more innovation in the countrys military as the world is witnessing a "new military revolution".
"The worlds new military revolution has come at the same time as opportunities and challenges for China and we must develop foresight and insight into these development," said Xi while presiding over a meeting of the Political Bureau of the Communist Party of China Central Committee on Friday.
Xi, also general secretary of the CPC Central Committee, urged all Party members to be more aware of military issues, defense and military building and military preparedness, and to give more support to the countrys national defense and military reforms.
"The world is in a stage of accelerated evolution and profound adjustment," Xi said, noting that progress in the military sector is with informationization at the core.
He added that developing the military is also about innovation in military strategies, technologies, operational thinking, combat forces and military management, with reshaping the military system as the goal.
The new military revolution is developing at a pace so fast and with its impact so broad and profound that have rarely been seen since the end of WWII, Xi said.
The Chinese military must make great leaps in development and innovation so as to close the gap with its better-developed peers in the world, the president said.
Xi urged the military to innovate in military theories, armaments, strategies and management so that it can fulfill its duties.
"We should cast off the paradigm of mechanized warfare and embrace an approach to war featuring information technology. The principle of protecting traditional security interests should also be shifted to one for the countrys comprehensive security and strategic interests," according to Xi.
The tendency of separate military departments to defend their own interests should be thrown out in favor of a mindset of maintaining the interests of the entire army and the country, Xi said.
He urged the integration of military and civilian innovation so that the two can accommodate each other and develop together, noting the responsibilities of local Party organizations and government departments in the reform.

习近平指出，面对世界新军事革命的严峻挑战和难得机遇，只有与时俱进、大力推进军事创新，才能尽快缩小差距、实现新的跨越。我军87年的发展史就是一部创新史。在马克思主义军事理论、中国革命战争和人民军队建设实践、中华传统兵法相结合的过程中，我们党靠不断创新，逐步形成了一整套建军治军的原则和制度，创造了人民战争的战略战术，形成了我军的特有优势。我们比以往任何时候都更加需要继承和发扬军事创新这个优良传统，努力建立起一整套适应信息化战争和履行使命要求的新的军事理论、体制编制、装备体系、战略战术、管理模式。
习近平强调，军事创新任务繁重，需要做的工作很多，在加强总体筹划的同时，应该重点把握以下原则要求。一是要坚持强军目标、积极引领。党在新形势下的强军目标是党中央从全局上对国防和军队建设作出的战略筹划和顶层设计，指明了军事创新的方向、任务、重点，明确了军事创新的实现路径和检验标准。二是要坚持解放思想、转变观念。军事创新同其他领域创新相比，要求更高、难度也更大。面对国家安全稳定遇到的严峻挑战，面对改革中的深层次矛盾和问题，更需要我们的思想观念有一个大的解放，勇于改变机械化战争的思维定势，树立信息化战争的思想观念；改变维护传统安全的思维定势，树立维护国家综合安全和战略利益拓展的思想观念；改变单一军种作战的思维定势，树立诸军兵种一体化联合作战的思想观念；改变固守部门利益的思维定势，树立全军一盘棋、全国一盘棋的思想观念。三是要坚持抓住重点、整体推进。军事创新是个系统工程，需要统筹谋划、协调推进，牵住牛鼻子，抓住主要矛盾和矛盾的主要方面，通过抓重点把整体带动起来。四是要坚持突出特色、自主创新。军事创新也要走中国特色自主创新之路，致力于巩固和扩大我们的优势。
习近平指出，我们的国防是全民的国防，推进国防和军队建设改革是全党全国人民的共同事业。要调动全党全国力量，齐心协力做好工作。要坚定不移走军民融合式创新之路，在更广范围、更高层次、更深程度上把军事创新体系纳入国家创新体系之中，实现两个体系相互兼容同步发展，使军事创新得到强力支持和持续推动。地方各级党委和政府在国防和军队建设改革中负有义不容辞的重要责任，都要以积极主动的精神支持军事创新，为推进国防和军队建设改革作出贡献。
